Developing a Decision Support System for Regional Agricultural Nonpoint Salinity Pollution Management: Application to the San Joaquin River, California

Environmental problems and production losses associated with irrigated agriculture, such as salinity, degradation of receiving waters, rivers, deep percolation saline water to aquifers, highlight water-quality concerns that require a paradigm shift in resource-management policy. New tools are needed assist environmental managers developing sustainable solutions these problems, given the nonpoint source nature salt loads surface groundwater from agriculture. Equity issues arise distributing responsibility costs generators this pollution. This paper describes an alternative approach regulation control using concept “Real-Time Water Quality management”. The relies on continually updateable WARMF (Watershed Analysis Risk Management Framework) forecasting model provide daily estimates load assimilative capacity San Joaquin River assessments compliance salinity concentration objectives at key monitoring sites river. results study showed policy combination well-crafted river by regulator application easy-to use maintain decision support tool stakeholders have succeeded minimizing quality (salinity) exceedances over 20-year period.
